Login to your McGill Workday account and apply to this posting using the Find Jobs report (type Find Jobs in the search bar).Public institutions, including municipalities, are currently facing simultaneous challenges – including the need to adapt cities to climate change as well as the need to maintain and upgrade ageing infrastructure – as well as renewed ambitions to be at the forefront of the energy and ecological transition that are forcing them to make difficult decisions on where to allocate capital. Municipal administrations, in particular, struggle between “fixing” the problems of the present (e.g., fixing existing infrastructure), responding to the demands of their constituents (e.g., building out public transit infrastructure) and preparing for the future (e.g., increasing climate resiliency).This course highlights the importance of capital allocation as part of the planning process and introduces the basic concepts of capital planning in the public sector. The course explores the challenges that municipalities face in monitoring the health of urban infrastructure, the necessary trade-offs between growth and sustaining capital as well as the different approaches used in both the public and private sectors to govern capital allocation. The concept of “integrated planning” will be introduced as one possible approach to face these challenges.
