Applicants are encouraged to self-identify on their electronic application.This position reports to the Manager, Transportation Infrastructure Management and is responsible for managing the annual Project Planning and Asset Management Capital Budget as it relates to street recapitalization, sidewalk renewals, new sidewalks, paving of gravel roads, bridges, retaining walls, guiderails, walkways, and active transportation. This position is also responsible to coordinate an inter-departmental (HRM and external stakeholders) multi-year Transportation Capital Program. The work includes organizing and managing data/information, determining conflicts and integration opportunities, scheduling, facilitating discussions, and developing processes and automation tools to improve coordination efficiencies between various stakeholders and competing capital programs.DUTIES AND RESPONSIBILITIES
- Develops the annual Project Planning and Asset Management Capital Budget, which includes identifying conflicts, coordinating with other departments relative to integration opportunities, reviewing scopes of work, project scheduling and preparing the necessary financial Business Plan requirements for inclusion in the HRM Capital Budget.
- Coordinates an inter-departmental (HRM and external stakeholders) multi-year Transportation Capital Program.
- Organizes/Manages and documents relevant data/information for all potential projects from various stakeholders to determine synergies/conflicts, project scheduling, and individual project scopes.
- Completes annual forecasts and projections for multiple project accounts for inclusion in the TPW Business Plan.
- Completes quarterly financial projections/cash flow analysis for Project Planning and Transportation Asset Management Capital accounts.
- Implements processes and automation tools to improve coordination efficiencies between stakeholders and competing transportation capital programs.

Education & Experience
- Diploma/Degree in Civil Engineering/Technology or related program from a recognized College or University;
- Minimum of five years’ experience in a Project Management/Asset Management role in a relevant work environment related to transportation/municipal engineering.
- Registration as a Professional Engineer with the Association of Professional Engineers of Nova Scotia, Civil Engineering Technologist certification with TechNova; or other relevant certifications would be considered an asset.
- Project Management Professional Certification, or specific project management training, certificate, or degree will be considered an asset.
- Valid Nova Scotia Driver’s License and willingness to use personal vehicle in accordance with the Local Travel Allowance Policy.
Technical / Job Specific Knowledge and Abilities:
- Strong knowledge of Project Management Processes and Project Management skills in multi-disciplinary transportation projects.
- Working knowledge of GIS Mapping Software.
- Proficient in applications such as Microsoft Office 365, including but not limited to: Word, Excel, PowerPoint, Outlook, and Project. Proficient in applications such as Visio, SharePoint, or similar computer applications.
- Proficient in estimating quantities of materials, unit costs, and total costs of municipal projects.
- Detailed level of understanding of HRM’s transportation network.
- Working knowledge of general municipal / transportation engineering practices and procedures.
- Strong knowledge of Transportation Planning, Design and Construction activities, timelines, and risks, needed for preliminary and functional plan reviews.
- General understanding of HRM’s organizational structure and the specific working relationship between HRM Business Units.
- Must possess strong written and oral communication skills.
- Must be able to work within, lead, and contribute to a team environment.
- Experience in preparing, presenting, and communicating data to management and staff teams.
- Must be a detail-oriented problem solver, and be able to employ leadership, critical thinking, and time management skills.
- Must be able to work effectively both independently (with limited supervision) and in teams, and work with staff of diverse backgrounds.
- Understanding of business process optimization.
- Must be creative and innovative in order to improve business processes.
- Must possess conflict resolution / mediation skills.
- Familiar with Project Planning and Coordination Quality Control and Quality Assurance activities.
