The International Civil Aviation Organization (ICAO) is a United Nations specialised agency that sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. ICAO is a knowledge-based organization also engaged in developing intellectual property. The Air Transport Bureau (ATB) is charged with delivering results with respect to ICAO’s Strategic Objectives, including in the domains of security, facilitation, environment, and economic development of air transport. ICAO work programmes include objectives to enhance transparency of international air transport, and to facilitate and reduce costs for States in performing their regulatory functions.
ICAO wishes to recruit a consultant with expertise in Digital Identity Management. The incumbent will collaborate with officers in various units across the organization including those engaged in work on aspects of safety, security, and economic development.
Under the guidance of the Air Transport Officer (Air Cargo), the incumbent provides expert advice on managing digital credentials within supply chain operations for air cargo and other modes of transportation. In particular, the incumbent will undertake a feasibility study—including technical, financial, and organizational aspects—on the implementation of digital or electronic credentials to support cargo supply chains by ICAO and contribute to the development and finalization of the business case for any associated registry or registries, such as a public key registry. The incumbent will require minimal supervision and exercise initiative and sound judgement in the day-to-day conduct of the work.
1. Feasibility study – In support of the project business case for the ICAO Cargo Public Key Registry, develop and undertake a feasibility study on digital identity management for application in a digital air cargo information exchange environment, tailored for regulatory documents:
- Develop an outline of the feasibility study that takes a multidisciplinary approach;
- Collaborate with the ICAO Information and Communication Technology Section to understand ICAO policies and practices on implementing new technology;
- Assess the organization’s current technological, financial, and governance capabilities;
- Based on the assessment, provide technical recommendations as to what steps ICAO must undertake for project completion;
- Gather market intelligence on leading digital identity management technologies;
- Map the flow of safety, security, financial, and operational information of the cross-border air cargo operating environment;
- Analyze the interests, roles and responsibilities of other UN agencies and multilateral organizations relevant to the feasibility study.
2. Finalize project business case – Provide project management and technical business analysis to support the development of a solution to deliver to ICAO Member States and other stakeholders a global, digital platform aligning them with ICAO provisions for air cargo (e.g., transport documents, regimes):
- Collaborate with relevant ICAO sections to ensure the business case is comprehensive and considers fully the multidisciplinary nature of the project;
- Provide input based on the above-mentioned feasibility study to the business case;
- Analyze the business case and prioritize stakeholder’s needs, requirements, and capabilities;
- Provide technical recommendations to help assure project success.
A first-level university degree, and work experience/qualification preferably in management information systems, supply chain management, business change management, business administration, or a related field.
Essential experience
- At least ten years of experience in supply chain operations and cargo, preferably in air cargo, or closely related areas
- Extensive expert experience in consulting on digital identity management, digital transport, business analysis, and strategic planning in managing complex stakeholders and engagement
- Proven experience in digitalizing regulatory processes for cross-border trade
- Proven experience in implementing standards for digital or electronic credentials, distributed ledger or other registry technologies, and other identity management solutions
- Deep knowledge of international standards for digital identity
- Clear understanding of the growing role of e-commerce in trade and economic development, as well as its relationship to the United Nations Sustainable Development Goals
Essential skills
- Ability to digitally transform an operating environment comprised of a multitude of stakeholders through introduction of innovative technologies and processes
- Interpersonal skills that create openness and trust among colleagues
- Extensive experience in writing on technical topics.
- Knowledge of the Convention on International Civil Aviation and its security-related SARPs.
Desirable
- Experience in supply chain management in aviation or in a UN organization or agency
Essential
• Fluent reading, writing and speaking abilities in English are essential.
Desirable
• A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Conditions of Employment
It should be noted that this post is to be filled for a period of 6 months.
Please note that the monthly rate for Band C varies from CAD $7,562 and CAD $10,910.
