Title: Senior Manager, Community Planning & Resilience, Risk Reduction and Resilience

Employee Working Location: Partially Virtual / Hybrid (Canada)

Employment Status: Temporary full time (12 months)

The Senior Manager, Program/Service leads teams and professionals to deliver high-quality services, develop solutions, and drive operational excellence. This may include providing leadership, support and guidance to preparedness, response/emergency operations, recovery and mitigation efforts. They foster a positive team culture, optimize resource allocation, address operational challenges, and implement process improvements to enhance efficiency, mitigate risks, and boost productivity. Collaborating across teams, they support continuous improvement and the adoption of innovative work practices. Additionally, they establish and maintain partnerships with stakeholders, oversee program budgets and resources, and contribute to program development and innovation.

Reporting to the Director, DRR and Climate Change Adaptation (DRR-CCA), this role will be instrumental in leading the response to community requests for support, fostering equitable and culturally appropriate partnerships, and advancing community-led emergency management, risk reduction, and climate planning and resilience-building efforts across Canada. They provide strategic leadership for community planning and the design and delivery of research projects, programs, and initiatives to enhance adaptive capacity and mitigate climate risks. This role is crucial in advancing CRC’s mission to build community resilience against frequent and severe disasters.

In this role, you will:

  • Lead initiatives that support Indigenous and non-Indigenous communities in emergency management, disaster risk reduction (DRR), and climate resilience planning.
  • Manage budgets and resources, including financial planning, reporting, and compliance with donor requirements and organizational guidelines.
  • Lead and facilitate program/service assessments, research, and analysis to inform program design and decision-making, and ensure program activities are evidence-based and contextually relevant.
  • Identify, Plan, Design, Monitor and evaluate program/service impact and effectiveness, including data collection, analysis, and reporting, and use findings for program/service improvement and learning.
  • Prepare program/service reports, funding proposals, and other program/service-related materials, ensuring compliance with donor requirements and organizational guidelines.
  • Contribute to program/service development and innovation efforts by providing technical expertise, including identifying new program/service opportunities, developing concept notes, and participating in proposal development processes.
  • Establish and maintain partnerships with stakeholders, including government agencies, NGOs, donors, and local communities, at national and international levels to develop and implement innovative strategies that enhance the capacity of individuals and communities to anticipate and manage disaster risks and adapt to climate change impacts.
  • Lead team, set performance and development objectives, establish workplans, monitor performance, resolve conflict and provide coaching and feedback.

What we are looking for:

  • A minimum of 6-9 years of job-related experience and a university degree in a relevant field, such as social sciences, environmental sciences, urban planning, emergency management, community development and/or an equivalent combination of education and experience.
  • Leadership and team management skills with the ability to resolve conflicts and inspire, motivate and engage teams to achieve program objectives.
  • Proficiency in standard computer applications (Microsoft Office Suite), data analysis tools, etc.
  • Ability to identify complex, problems, conduct extensive analysis in unfamiliar areas, predict outcomes, and develop innovative, collaborative solutions by balancing technical inputs with strategic objective.
  • Communication and influence skills to synthesize diverse and sometimes conflicting perspective and find mutually beneficial solutions, often in sensitive or complex situations
  • Experience in budget management, resource allocation, and financial oversight.
  • Strong background in stakeholder engagement
  • Strong understanding of program/service delivery models, performance metrics, and impact evaluation.
  • Knowledge of compliance, regulations, and risk management in the relevant industry.
  • Ability to implement process improvements and optimize service delivery.
  • Fluency in English required; fluency in French and /or an Indigenous language an asset
  • The ideal candidate has lived and/or has professional experience with First Nations, Inuit and/or Métis Nations or communities.
  • Active in broader Indigenous networks and has an enduring commitment to sharing and advancing knowledge derived through Indigenous knowledge systems including balancing Western and Indigenous world views.
  • The official languages recognized within the Canadian Red Cross are English and French however demonstrated skills and ability to communicate in an or multiple Indigenous language(s) or ability to communicate and adapt within Indigenous protocol is highly desirable.
