As Canadians electrify their homes and vehicles, integrate renewable energy technologies into the grid and embrace the impact of digital technology, it is crucial to bring together employers, unions, post-secondary institutions and policymakers to address the labour challenges confronting the sector.
The Director of Research and Policy at Electricity Human Resources Canada (EHRC) will oversee a national portfolio centered on research, policy, and labour market intelligence. This role involves strategic and operational leadership, collaborating with various stakeholders to drive EHRCs research excellence and policy influence. Key responsibilities include integrating policy research, economic modelling, labour market information, data science, and program evaluation to inform Canada’s transition to a low-carbon electricity sector.
The Director of Research and Policy will report directly to the Vice President of Programs.
Key Responsibilities
Strategic Leadership
- Leading a diverse portfolio of research, policy, and economic strategy initiatives
- Developing strategic plans to drive EHRCs research and policy functions and identifying talent to achieve goals
- Contributing to EHRCs overall organizational strategy and national positioning
- Fostering innovation and accountability across teams and identifying new national opportunities
Research and Analysis
- Overseeing research, data science, labour market information, and program evaluation teams
- Directing national labour market forecasting, modelling, and LMI tool development
- Analyzing Canada’s economic performance and competitiveness
- Applying economic modelling to assess major projects and policies
- Ensuring methodological rigour and data integrity in research and analysis
Stakeholder Engagement
- Communicating technical findings to diverse audiences
- Serving as a spokesperson on national economic issues
- Building credibility with senior stakeholders in government, industry, and academia
- Representing EHRC in national policy discussions
Financial Management
- Overseeing financial planning and resource allocation
- Ensuring sustainability and growth through strong financial management
- Leading risk, performance, and impact evaluation processes to ensure transparency and accountability
Education, Experience and Skills
- A Master’s or PhD in a relevant field such as Economics, Public Policy, or Data Science
- At least 5-7 years of leadership experience in policy, economic research, or innovation strategy ideal
- A proven track record of managing diverse teams and influencing senior stakeholders
- Strong quantitative and qualitative methods modelling & analysis experience
- Expertise in research methods, economic modelling, and labour market forecasting
- Strong strategic and financial planning skills, with experience in portfolio development and stakeholder engagement
- Excellent communication skills, with a history of delivering impactful reports and presentations
- Proficiency in R and SQL is required
- Occasional travel across Canada required

- Hybrid work model: 3 days in-office, with flexibility to work remotely
