Title: Director of Community ProgramsDepartment: Community ProgramsStatus: Full-time, ContractStart date: October, 2024End date : September, 2025Pay Grid: Director ($88,015.00 to $101,556.00 per year)Reporting to: General Manager of Community ServicesSummary of Duties:Under the direction of the General Manager of Community Services, the Director of Community Programs is responsible for the overall operations of the Lil’wat Nation Community Programs Department. The Director will be expected to be proactive and supportive of all Lil’wat Nation community policies and strategies and work closely with the General Manager of Community Services and Chiefs and Council regarding community programs and services.Department Programs and Services

- Managing and overseeing responsibilities of all staff in the Community Programs department
- Working cooperatively as a team member and supporting the professional development of staff
- Planning, managing and being accountable for the department budgets and expenses
- Researching funding opportunities and preparing written proposals
- Engaging in consultations and negotiations with internal and external stakeholders regarding Lil’wat Nation community programs and funding
- Implementing existing policies and procedures, and initiating new policy development where required
- Participate in strategic meetings, projects and negotiations
- Develop marketing and communication strategies to ensure community awareness and engagement in services, and as well as methods for receiving and implementing feedback
- Fulfilling other duties as directed by the Chief Administrative Officer
Financial Management
- Responsible for full-budget cycle, including departmental work planning, budget development, and monthly financial reviews. Complete appropriate research to ensure budget accuracy
- Where requested, complete quarterly forecasts
- Delegating budgetary responsibilities to program managers or other staff, as required
- Ensuring accuracy of information for monthly financial statements by ensuring that invoices are submitted
- Ensuring that Budget Amendment Forms are completed where necessary
- Deliver maximum amount of service for available funding by ensuring that work is completed in a cost-effective way and seeking new departmental revenue sources where required
- Responsible for completion of all departmental reporting
Program Delivery
- Responsible for aligning Lil’wat Nation Strategic Plan with departmental plans, annual workplans and financial budget
- Identifying key goals and objectives in the annual budget process
- Responsible for delivering on goals and objectives outlined in the annual budget process, reviewing on-going priorities and adjusting priorities on an on-going basis
- Providing quarterly reporting updates to Chiefs and Council on departmental successes and challenges
- Responsible for bringing forward issues to the appropriate person, in a timely fashion
Leadership
- Responsible for the oversight and development of all Community Programs’ staff
- Communicate key organizational, community and political priorities
- Set clear direction and expectations for the team and individuals. Ensure teams have clear goals and objectives aligned to the direction of Lil’wat Nation
- Conduct regular staff team meeting, one-on-ones and other meetings as necessary
- Use information from annual Employee Opinion Survey to guide human resource management decisions and goals within the department
- Elevate key issues to Human Resources, the CAO or Governance, as appropriate
- Complete annual employee performance reviews
- Ensure that issues such as conflict, performance or other matters that affect department productivity are managed quickly and in alignment with organizational policies

Experience and Attributes:
- Related post-secondary degree, such as Public Administration, Social Services, Indigenous Governance, Recreation, etc
- Demonstrated supervisory or leadership experience; at the Director level an asset. Minimum 3 years experience preferred
- Experience with accounting, budgeting, reporting and financial oversight processes
- Proven experience working with First Nations communities
- Ability to foster strategic alliance and engage in potentially complex negotiations
- Good character and professional stature
- Outstanding written and verbal communication skills in the English language
- Ability to work independently and as an integral member of various teams
- Ability to meet deadlines prioritizes assignments, manage multiple tasks simultaneously and maintain confidentiality
- Strong proficiency in Microsoft Word, Outlook, Excel, and PowerPoint
- Highly professional and confidential in all aspects of business, presentation and interaction with all stakeholders, clients, and Members
- Knowledge and understanding of Lil’wat Nation culture and history
- Must be able to provide a clear Criminal Record Check, Vulnerable Sector
