The Organizational Setting

ICAO implemented Quantum, an Oracle Cloud Fusion ERP, in April 2025. To support project and budget management, ICAO developed Proviso, an application built on Oracle Visual Builder Cloud Service (VBCS).

Proviso acts as the entry point for registering new projects and their associated budgets. It enforces validation rules and streamlines the review and approval workflow, ensuring that all metadata and budget information is complete and accurate before being integrated with Quantum.

ICAO is now entering second phase of the ERP journey, focused on strengthening integrations and enhancing Proviso’s functionalities. This requires expert technical support to ensure that the platform continues to evolve in alignment with business needs and Oracle best practices.

Major duties and Responsibilities

Function

Design, develop, implement and deploy Oracle integrations, achieving results such as:

• Design, develop, implement, and deploy Oracle Integrations solutions, in particular using VBCS;
• Development and unit testing of VBCS components ensuring seamless integration with Oracle Fusion ERP;
• Design, develop, and deploy cloud-native applications and integrations using OIC (mainly VBCS);
• Ensure seamless integration of cloud applications with existing systems and databases;
• Collaborate with clients and various multi-functional teams to define and determine integration requirements and integration strategy;
• Collaborate with business analysts and other stakeholders to understand requirements and translate them into technical solutions;
• Utilize Oracle’s best practices for development and deployment within the OIC environments;
• Conduct thorough testing within ICAO Quality management framework of integrations and applications to ensure reliability and scalability;
• Produce and maintain detailed technical documentation (designs, deployment guides, maintenance manuals);
• Monitor and optimize the performance of integrations;
• Stay updated with the latest features and updates in OIC, and especially VBCS, to leverage new capabilities.

QUALIFICATIONS AND EXPERIENCE

Educational background

Essential

Bachelor’s degree in computer science, information technology, or a related field is a distinct advantage.

Desirable

Certifications on VBCS, OIC and/or web technologies (HTML, CSS, JavaScript) is a distinct advantage.

Professional experience and knowledge

Essential

• Oracle Fusion Cloud ERP, Oracle Integration Cloud, and support experience is required.
• 5+ years of proven experience in VBCS and OIC development is required.
• Strong knowledge of JSON, and XML.
• Demonstrated success delivering OIC and VBCS solutions.
• Experience in developing, deploying, and managing cloud-native applications.

Desirable

• Deep understanding of Oracle VBCS and Integration Cloud – OIC.
• Familiarity with Oracle Cloud Fusion ERP data model, especially on financial modules.
• Strong analytical and problem-solving abilities.
• Excellent communication and teamwork skills.
• Capable of working independently and managing multiple tasks and projects.
• Strong documentation and technical writing skills.

Language Skills

Essential

• Fluent reading, writing and speaking abilities in English is essential

Desirable

• A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish)

Conditions of Employment

It should be noted that this consultancy is to be filled for a period of 11 months with a possibility of an extension. This is a full time consultancy.

Please note that the monthly rate for Band B varies from CAD 5 633 to CAD 7 366.
