Function 1 (incl. Expected results) Leads, supervises and manages the work and staff of the Aviation Security and Facilitation Branch, achieving results such as: • Provide effective direction and guidance to staff. • Ensure adherence to ICAO financial and personnel regulations, policies and procedures. • Exercise overall management responsibilities, including formulating, supervising and ensuring the implementation of the triennial Business Plan and the annual operating plan. • Propose to D/ATB the annual and triennial resource requirements, as well as the resources supported by the voluntary contribution in the aviation security and facilitation fund (AVSEC/FAL fund). • Manage performance and ensure that functions and work programme are performed efficiently. • Coordinate the sections to maximize the synergy. • Communicate top-down decisions and report the follow-up results in accordance with established procedures. Function 2 (incl. Expected results) Develops and executes the strategy, work programmes and activities related to Aviation Security, cybersecurity and Facilitation, under the oversight of D/ATB, achieving results such as: • Oversee and facilitate the development and revision of aviation security, cybersecurity and facilitation policies, standards and recommended practices (SARPS), guidance material and studies. • Oversee the preparation and execution of the triennial business plan, the annual operating plan, work programmes and activities. • Oversee the preparation and presentation of working papers to the relevant Panels, Committees, the Air Navigation Commission, the Council, and the Assembly. Prepare for the meetings of the Aviation Security Committee (ASC) the Ad-Hoc Cybersecurity Coordination Committee (AHCCC) and International Explosive Technical Commission (IETC). • Serve as the Secretary to the ASC, the AHCCC and the IETC. • Assist D/ATB, in his capacity of Secretary of the Air Transport Committee (ATC), in matters related to Facilitation. • Supervise the preparation of meetings of the AVSEC Panel, the Cybersecurity Panel, the Facilitation Panel, as well as related technical expert groups and ensure the provision of Secretariat support. • Lead the development, maintenance and execution of the ICAO Global Aviation Security Plan (GASeP), the Cybersecurity Strategy for Civil Aviation and its Action Plan and the ICAO Traveller Identification Programme Strategy (TRIP). • Direct the conduct of studies and research on emerging issues and make recommendations on appropriate ICAO actions. • Serve as a principal advisor to D/ATB on matters related to Aviation security, cybersecurity and Facilitation. Function 3 (incl. Expected results) Galvanizes and takes the lead on providing expert and authoritative advice on aviation security, cybersecurity and facilitation policy issues to ICAO governing bodies, States, International Organizations and the aviation industry, achieving results such as: • Supervise the development and maintenance of Annex 9 and Annex 17 SARPS and related guidance material. • Undertake measures to ensure widespread awareness and observance of aviation security, cybersecurity and facilitation policies, standards and recommended practices and encourage use of guidance material. • Maintain, under the oversight of D/ATB and in accordance with established agreements, liaison with other UN organizations and bodies whose activities are of importance to the critical infrastructure protection, security, cybersecurity and facilitation matters of international aviation
(UN CTED, UNOCT, UNODC, UNHCR, INTERPOL, IOM, IMO, UPU, WCO, WHO). • Liaise, negotiate and coordinate with national authorities with respect to aviation security, cybersecurity and facilitation policies subjects. • Maintain high-level contacts with senior officials of States and key partner organizations to ensure effective cooperation and implement working arrangements regarding the convening of aviation security, cybersecurity and facilitation events. • Keep abreast of developments and trends in aviation security, cybersecurity and facilitation, and present periodic status reports to the ICAO governing bodies. • React promptly to deal with crisis situations with provision of leadership and support to States in response to significant events affecting the security, cybersecurity and facilitation of international aviation. Function 4 (incl. Expected results) Supervises and ensures the success of the Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA), achieving results such as: • Ensure that USAP-CMA programme is delivered in accordance with relevant Assembly Resolutions and Council Decisions, including the monitoring of compliance to ICAO SARPs. • Review and update, when necessary, relevant policies and rules related to the implementation of the USAP-CMA. • Liaise, negotiate and coordinate with national authorities with respect to the administrative and logistical aspects of the USAP-CMA. • Chair the Significant Security Concerns (SSeC) validation committee in charge of • Present to ICAO Council the annual report and to the Assembly the triennial report of USAP-CMA activities and results. • Collaborate with the Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP–CMA) to find opportunities to improve the planning and implementation of the respective audit programs for efficient use of resources, as well as the desired strategic effect of the programs. Function 5 (incl. Expected results) Formulates and administers the Organization’s aviation security, cybersecurity and facilitation assistance strategies and oversees implementation support and capacity development activities in the areas of aviation security, cybersecurity and facilitation, in coordination with the Regional Offices, the Capacity Development and Implementation Bureau (CDI) and its Global Aviation Training Section (GAT), and Regional Aviation Conferences (ACAO, AFCAC, ECAC, EACAC, LACAC), achieving results such as: • Contribute to the development and implementation of the ICAO Assistance and Capacity Building Strategy for aviation security, cybersecurity and facilitation matters. • Supervise the maintenance of ICAO’s Aviation Security Training Packages (ASTPs) and other cybersecurity and facilitation training materials. • As a member of the Monitoring Assistance and Review Board (MARB) provide assistance for consideration of, and decision making on, monitoring and assistance activities. • Foster partnerships and other collaborative agreements among States, industry, international organizations, and other stakeholders in proposing, developing, coordinating and managing aviation security, cybersecurity and facilitation technical assistance projects. • Maintain the alignments of projects and activities with Assembly and Council decisions, ICAO policies and strategies and available resources. Function 6 (incl. Expected results) Supports the Director in planning and managing the activities of the Bureau, achieving results such as: • Deputize for D/ATB during periods of absence and/or at designated boards or committees. • Represent ICAO, as required, to act on behalf of the Director at designated international and regional meetings, conferences and symposia. • Contribute to the overall planning, development and implementation of the Bureau’s work programmes.
