Responsibilities
Function 1 (incl. Expected results) Oversees all continuous monitoring and oversight activities within ANB, achieving results such as: • Direct the work of the USOAP CMA and the RRAP as directed by the Assembly and the Council under the authority of the Secretary General and D/ANB. • Provide functional support to the activities and resources of ANB Sections conducting monitoring analysis and information exchange activities, in order to: i) ensure adherence of activities to ICAO Strategic Objectives, Annexes, and financial and personnel regulations, policies and procedures; ii) ensure that USOAP CMA and the RRAP is delivered in accordance with relevant Assembly Resolutions and Council Decisions; and iii) ensure the implementation of quality assurance management in monitoring, oversight and safety information exchange activities including the sustaining of the ISO 9001 Quality Assurance Certification for the USOAP CMA. • Chair the Significant Safety Concern (SSC) Committee and serve as a member of the Monitoring Assistance and Review Board (MARB), chaired by the Secretary General. • Lead, manage, plan and direct work related to USOAP CMA activities. • Ensure a robust system to maintain, monitor and organize the training of State experts and that their knowledge in each technical area is enhanced. • Liaise, negotiate, and coordinate with national authorities with respect to the administrative and logistical aspects of the USOAP CMA and RRAP. • Ensure the evolution of the training, guidance material and audit tools, especially the OLF, to keep those aligned with the USOAP CMA business present and future needs. Oversee the review and update, when necessary, of relevant policies and rules related to the implementation of the USOAP CMA. • Oversee the review and update, when necessary, of relevant policies and rules related to the implementation of the RRAP. • Ensure the USOAP CMA program continues to evolve in a manner that is effective and efficient, leveraging synergies with other auditing programs both within ICAO and with external, international organizations. • Collaborate with the Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) to find opportunities to improve the planning and implementation of the respective audit programs for efficient use of resources, as well as the desired strategic effect of the programs. Function 2 (incl. Expected results) Supports the analysis of safety data and information, achieving such results as: • Support the analysis of monitoring and implementation activities in ANB and other decision-making bodies; • Support the development, maintenance and evolution of data assets owned by ANB to enable aviation analysis; • Support the development, maintenance and evolution of data analysis and information tools and applications; • Conduct analysis to identify risks and help determine mitigation strategies; • Ensure the development, maintenance and evolution of State profiles to support monitoring, implementation and reporting activities; • Provide data and information to support strategic planning, prioritization processes and the update of provisions, guidance material and tools. Function 3 (incl. Expected results) Plan, develop and coordinate implementation support activities for safety and air navigation, achieving results such as: • Ensure the effective development and delivery of implementatioon support under the Implementation Support policy. • Support the Implementation Support Group as a technical advisory group on implementation support to the Secretary General. • Coordinate the sharing of information between monitoring, regional cooperation and related implementation support activities to maximize the outcomes for Member States. • Ensure the identification and development of implementation support activities in collaboration with Regional Offices for allocation to volunatry contributions to support these activities. • Manage and promote the Safety Fund (SAFE). • Lead the activities of the Aviation Safety Implementation Assistance Partnership (ASIAP) for coordinated efforts that contribute to the provision of assistance and implementation support to States. Function 4. Expected results) Oversees the management, planning and delivery of the regional cooperation and associated technical planning activities, achieving results such as: • Oversee the timely development of work programmes for the Regional Safety Oversight Organizations (RSOOs) Cooperative Platform, and the Regional Accident and Incident Investigation Organization (RAIO) Cooperative Platform; • Ensure that ICAO’s policy in regional cooperation are appropriate for the evolving risks and trends that States face in their safety oversight obligations. • Ensure that technical assistance projects take into consideration the regional cooperation on safety oversight, accident investigation and/or safety management component when planned. Function 5 (incl. Expected results) Galvanizes the principles of sharing of safety information, achieving results such as: • Maintain high-level contacts with senior personnel of partner organizations and Member States to ensure appropriate cooperation and effective implementation of agreements and working arrangements. • Chair, facilitate and particpate in meetings with senior personnel of partner organizations and Member States to facilitate the sharing of safety information in order to increase efficiencies in USOAP CMA and RRAP activities. • Enhance USOAP CMA and RRAP by strengthening recognition and partnerships with external stakeholders and broadening recognition of Regional Safety Oversight and Accident and Incident Investigation Organizations (RSOOs/RAIOs). Function 6 (incl. Expected results) Manages the Electronic Notification of Differences (EFOD) Programme, achieving results such as: • Galvanize the use of EFOD by States and validate data in EFOD, previously submitted through the compliance checklist under USOAP. • Influence States to use EFOD as an alternative means for filing differences to Annexes. • Inform Council of progress achieved with implementation of EFOD. • Monitor the level of global implementation of EFOD. • Ensure the completeness of data reporting. • Ensure the evolution of EFOD to facilitate the filing of Differences by Contracting States. Measure system performance in a timely fashion and make adjustments as required • Ensure the evolution of the ICAO Annex Manager (IAM) to maintain the timeliness and accuracy of Annex amendments update to EFOD. Function 7 (incl. Expected results) Supports the Director, Air Navigation Bureau in planning, coordinating and managing the activities of the Bureau, achieving results such as: • Assist D/ANB in developing and directing the work programme of ANB to support its strategic objectives. • Oversee the required administrative and technical coordination among ANB sections and other bureaus and offices in the preparation of documentation and support of the ANC, Council, working groups, panels, study groups, divisional type meetings, regional air navigation meetings, conferences and symposia. • Coordinate the development and maintenance of ICAO documents. • Serve as Secretary of the ANC and serve on other boards and committees when required. • Participate in the preparation of the triennial budget, business plan and relevant reporting mechanisms. • Serve as Deputy Secretary of the Technical Commission of the Assembly and during Divisional type meetings and other events, as necessary. Education
An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, or other scientific or technical discipline, management, administration or in a related area is required.

Work Experience
Essential: • A minimum of fifteen (15) years of experience, of which at least 10 years should be in a civil aviation authority, airport, airline, air navigation services or similar aviation-related organization is required. • Substantial practical experience in the planning and management of civil aviation programmes at an executive level of responsibility is required. • Experience (preferably at least 5 years) with an international organization or dealing with aviation matters crossing national boundaries, including high-level negotiations with government authorities is required. Desirable: • Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is desirable. • Experience in conducting negotiations at the international level and in organizing and leading international meetings is desirable. • Experience with corporate performance management in the public or private sector is desirable. • Experience in public speaking and media engagement is desirable.
Languages
Essential: • Fluent reading, writing, and speaking abilities in English. Desirable: • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
