JOB DESCRIPTION
Under the guidance of the Director of the Capacity Development and Implementation (CDI) Bureau, the Technical Support & Quality Assurance (TSQA) Section is responsible to fulfil in a timely and efficient manner, the development of technical requirements, terms of reference for project experts, technical inputs for project development and implementation, specifications for goods and services, and tender evaluations.
An additional critical role of TSQA is to provide technical clarifications and ensure technical quality assurance during the implementation phase of projects originating from CDI. This is carried out in strict accordance with ICAO’s procurement rules and regulations. Concurrently, the Section assists Member States in aligning with and implementing ICAO Standards and Recommended Practices (SARPs).
Under the direction of the Director of the Capacity Development and Implementation Bureau:
Provide technical support in the implementation of procurement projects for contracting a consultancy service to conduct a statistical analysis for validating and evaluating linguistic competence for DGAC, based on ICAO documents 9835 and 10197.
- Prepare terms of reference for the procurement of consultancy service to conduct a statistical analysis for validating and evaluating linguistic competence for DGAC.
- Prepare evaluation criteria for the procurement of consultancy service to conduct a statistical analysis for validating and evaluating linguistic competence for DGAC.
- Provide a budgetary estimation of the services being provided.
- Review comments from end user and/or ICAO, if any and modify the terms of reference and evaluation criteria accordingly.
(The documents shall be provided in English).

Essential
Degree in Linguistics, Education, Foreign Languages, or any other related field.
Desirable
Master’s degree on any related field.
Essential
- At least seven years of experience with the implementation of statistical analysis for validating and evaluating linguistic competence.
- Experience in the procurement of capabilities linguistics.
- Knowledge of ICAO SARPs and/or procurement procedures and regulations for capabilities linguistics (Doc.9835 and 10197).
Essential
- A good command of oral and written English.
- A good command of oral and written Spanish.
Desirable
- A working knowledge of French or another official language of the Organization (Arabic, Chinese or Russian).
Special Service Agreement: USD 500 per actual working day at home. No other allowances are provided.
