Position purpose:

The incumbent is responsible for the creation, implementation, and supervision of all Recreation and Varsity Sports (RVS) aquatics related programming and services to various clienteles (internal and external) with a focus on revenue generation where appropriate. This includes the operational management of the aquatic center on campus, complementary related aquatic programs and accompanying human resources management. Due to the nature of aquatics, they ensure the safe running of aquatic facilities within the health and safety regulations required of the University of Ottawa pool.

Within the context of a unionized workforce, they ensure the application of the negotiated provisions of the CUPE 2626 — Lifeguards collective agreement and co-ordinate day-to-day operations. Administer the hiring, onboarding, scheduling and supervision of staff, including head-guards, lifeguards and aquatic instructors. Co-ordinate staff training requirements so that staff can respond confidently in emergency situations in accordance with Ontario law.

In this role, your responsibilities will include:

  • Co-ordinate processes regarding pool operations to ensure the safety of the pool and equipment under their responsibility and see to provision of services related to activities taking place on site. Inspect facilities (pool, walkway, locker rooms, storage rooms, stands) and make necessary adjustments to comply with provincial and University regulations regarding hygiene, accident prevention and water safety.
  • Develop and modify the lifeguarding manual and the staff training and evaluation guide, ensuring compliance with the CUPE 2626 — Lifeguards collective agreement.
  • Ensure the management and archiving of records and report problems on water quality, mechanical failures, unusual temperature changes, serious accidents or incidents, and complaints regarding equipment, facilities and staff. Take immediate necessary action when situations present a risk for users (for example, broken equipment, unsafe pool, electrical outages, leakage or fire alarms) and contact Protection Services and Facilities when required.
  • Provide the ADRFD with recommendations that help analyze the need of users with respect to facility and resource requirements. This would include the creation and oversight of the approved program budget.
  • Oversee the recruitment, selection, training and evaluation of staff responsible for pool operations and of aquatic program instructors. Ensure that staff hold valid certification and credentials required, and maintains up to date tracking of related information, in compliance with the Ontario regulation on public pools (R.R.O. 1990, Reg. 565).
  • Organize and co-ordinate training sessions, evaluation meetings and simulation exercises to ensure that aquatic staff remain on the cutting edge of new lifesaving techniques. Provide mentoring, experiential learning and guidance in the areas of issue resolution and incident and risk management.
  • Plan schedules for all staff (head guards, lifeguards, instructors) according to weekly scheduling needs and Regulation 565 on Ontario public pools (R.R.O. 1990, Reg. 565). Take appropriate measures to replace staff in the event of illness or other factors beyond one’s control, and replace absent staff as needed.
  • Ensure all employees are familiar with the HR management system (Workday) and oversees the bi-weekly payroll process for all operational section staff.
  • Respond, support and resolve issues and challenges that surface in the aquatics community to support and engage a client centered approach to customer service that includes both internal and external clients. Address and manage behavior, resolving conflicts, managing risk and incident response while ensuring processes are consistent with University and GG Recreation policies and procedures.
  • Collaborate and liaise with the Marketing and Communications sector to ensure quality promotion of programs. Develop program specific content and assist in maintaining the Aquatic sector’s social media and web presence. Prepare reports, publications and other written work as required and in collaboration with a shared service model.
  • Responsible for the research, development, and coordination of aquatic programs based on market research including resource allocation and reporting. Co-ordinate CPR and first aid training for all GG Recreation and Varsity Sports staff (full and part time) where appropriate.
  • Participate in the development and implementation of the GG Recreation strategic planning process and annual operational planning with special focus on Aquatics.
  • Participate on or lead / chair workgroups, committees and team meetings. Represent the Aquatics unit and participate on various internal and external committees and projects that will further the goals of the university.

What you will bring:

  • University degree or college diploma, preferably in sports administration, or equivalent experience supervising a Class A public pool
  • Three years of experience interpreting, explaining and applying provincial regulations regarding Class A public pool management, particularly Ontario Regulation 565 on public pools
  • Three years of experience managing day-to-day pool operations including emergency measures and archiving records required under provincial regulations
  • Three years of human resources management, financial resources, team management and conflict resolution experience.
  • Bilingualism — English and French (spoken and written)

Valid certification:

  • National Lifeguard — Pool (within last two years)
  • Swim Instructor (within last two years), Lifesaving Society
  • CPR Level C (within last two years) and First Aid, AED (automatic external defibrillator)
  • Swim Instructor (Advanced), Lifesaving Society
  • Aquatic Management, Lifesaving Society
  • Airway Management and Oxygen Administration, Lifesaving Society
  • Instructor, First Aid (AED) / CPR (Level C), Lifesaving Society

  • Experience working under pressure and organizing work to meet strict deadlines

  • Availability to work outside of regular office hours at peak periods (evenings and weekends), according to GG Recreation needs
  • Experience using computer systems and software (Microsoft 365 applications, databases, email, internet), particularly, sports activity management software.
