This position will focus on providing high quality accessible, equitable, and inclusive recreation and sport experiences that promote skill development, physical activity, social interactions and community connectedness.Reporting to the Director, Recreation and Sport Services, the Manager, Arena Services is a senior leadership position, managing a diverse staff team providing community based arena and curling facilities, programs, rentals and services that meet the evolving needs of our diverse community. Central to this role is the delivery of a comprehensive range of programs and services through a collaborative and relationship based approach, in a dynamic and thriving work environment within the City of Richmond.Examples of key responsibilities include, but are not limited to:

  • Providing leadership in the planning, delivery and continuous improvement of arena and curling programs, rentals and services, facility operations, and customer service excellence, including the development of systems, policies, processes, and procedures such as allocations, pricing and access, to support day-to-day operations of arena and curling facilities;
  • Managing human resources, including hiring, training and supervising staff; developing work plans and job performance expectations; evaluating and coaching staff; addressing labour relations and performance management issues for arena maintenance, building operations, program and customer service staff;
  • Providing leadership and guidance both directly and indirectly to community association boards involved in the delivery of arena and curling services, and in the area of board development;
  • Financial management including operating and capital budget planning and monitoring;
  • Analysis of operations and projects, including the use of data and metrics, to drive decisions, ensure effective and efficient use of resources and financial sustainability;
  • Ensuring that facilities are safe, clean, well maintained, and provide healthy environments for workers and patrons alike;
  • Developing and managing a wide range of relationships from formal partnerships to informal working relationships with other organizations working to provide quality of life services, including recreation and sport organizations, regulatory agencies, governmental and educational organizations, and non-profit and private sector organizations);
  • Developing formal and informal agreements and attending regular meetings with community partners regarding the delivery of services; and
  • Leading, participating in and supporting a range of departmental and corporate strategies and initiatives which utilize collaborative approaches with internal and external stakeholders and involving work with strategic teams, committees and task forces.

They understand the unique environments in which recreation and sport departments operate, and are proactive in working to address challenges and further departmental and corporate goals and objectives. The manager will have excellent interpersonal skills, and a demonstrated ability to lead, mentor and develop a team.Knowledge, Skills & Abilities:

  • Demonstrated ability to form and maintain positive working relationships with a variety of staff, partners, stakeholders, and community interest groups while applying knowledge of arena, curling and recreation programming, facility operations and management, customer service and human resource management, including knowledge of recent trends in these areas.
  • Knowledge of the rules, regulations, policies, bylaws and objectives governing the operations of arena, curling and recreation facilities, programs and services.
  • Experience planning, organizing and administering arena and recreation programs, including major events. This includes, but is not limited to, risk management, site logistics, staff hiring, recruitment, and scheduling, volunteer coordination, and marketing and promotion.
  • Knowledge of trends and leading practices in the arenas and recreation sectors, and community needs and interests.
  • Ability to develop and promote a diverse range of community interest and involvement in arena programs, services and events while striving for continuous improvement.
  • Experience supervising staff in a unionized environment and working in partnership with non-profit organizations or advisory boards.
  • Knowledge of hiring, recruitment and training processes for arena and recreation staff, instructors and volunteers.
  • Ability to supervise, assign, delegate and coordinate the work of staff groups, and assist or provide guidance to complete the work.
  • Ability to work with community associations and to align priorities with corporate objectives and strategies, including an understanding of the operations and governance of non-profit organizations.
  • Ability to effectively communicate at all levels within the organization, and respond in a fast paced atmosphere including preparing written reports, recommendations and correspondence.
  • Ability to integrate data, staff recommendations, corporate priorities and community input to make decisions, anticipate and respond to a variety of complicated issues and develop work plans.
  • Ability to facilitate and provide excellent customer experiences, and to effectively diffuse hostility and have difficult conversations with the public as required.
  • Ability to perform multiple tasks simultaneously, work effectively under pressure, and address urgent and/or complex situations while taking initiative and using sound judgement and decision-making.
  • Ability to work independently and part of a team, both while exercising sound judgement and initiative.
  • Ability to manage, prepare and analyze complex operating budgets using PeopleSoft or a similar financial management system.
  • Experience using Xplor Recreation or similar, MS Office and REDMS or a similar records management system.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • A university degree in recreation management or a related discipline such as facility management, public administration, business administration, or leadership, including or supplemented by specialized courses in recreation
  • 10+ years experience in the delivery of Recreation and Sport Services, demonstrating progressive levels of responsibility and complexity
  • Provincial certification in Ice Arena operations
  • Valid Class 5 Driver’s License for the Province of BC
  • Current CPR and First Aid Certification
  • An equivalent combination of training and experience will be considered
