General Purpose
Reporting to the Director, Research Facilities Management, Office of the Associate Vice-President, Research (Agri-Food Partnership), the Manager is responsible for the supervision of all research animal care staff at the campus research animal facilities at the University of Guelph main campus. The Manager is also responsible for the operation of the Central Animal Facility and Isolation Facility/Production Animal Isolation Facility including resource allocation and ensuring the infrastructure meets or exceeds all regulatory requirements. Within these units, the Manager is responsible for the formulation of budgets, development and implementation of major capital projects, major expenditures, cost recoveries and revenue generation, and ensures maintenance of facilities at these research facilities, including buildings, equipment and machinery. The Manager, provides leadership to the Facility Coordinators (HHNS, ABS and Aqualab), the CAF Supervisor, the technical staff and lead hands of all the facilities, while overseeing staff development, supervision and training.
Duties and Responsibilities
- Providing leadership support and day-to-day direction, ensuring on-going development and training needs are met for all staff.
- Overseeing the physical plants of the on-campus animal facilities, ensuring that the infrastructure of these facilities is in compliance with occupational and environmental health and safety and with the Animal Care Committee standards of the UofG, Canadian Council of Animal Care, Animals for Research Act, Public Health Agency of Canada and all other local, provincial and federal laws, regulations and standards, ensuring the safety of staff, faculty, visitors, and the safety and well-being of animals.
- Cooperating with faculty on a wide range of issues that affect the research programs, including building concerns, provision of labour, animal availability and allocation for research studies, etc.
- Cooperating with researchers in the development of protocols that will assist in the implementation of their research work. Attending meetings with researchers to plan and organize new trials, review current trials, provide advice on adjustments.
- Ensuring animal availability, by authorizing procurement. Determining annual feed requirements; monitoring pharmaceuticals, medical supplies, bedding and feed, state of equipment, etc.
- Working with the Biosafety Officer and campus EH&S office on programs to ensure health and safety programs, training and records are maintained at optimum levels.
- Identifying or confirming need for maintenance and renovations, and ensuring that mechanical adjustments and repairs to facilities are attended to in a timely manner. Preparing specifications for construction projects, designs, organizes and supervises contracts relating to routine facility maintenance and renovation.
- Making recommendations to the Director regarding the preparation of the budgets based on historical data along with knowledge of approved research programs, monitoring the budget throughout the financial year, including periodic and year-end forecasting.
Requirements
- Undergraduate Degree in Animal Science or related field.
- Registered Veterinary Technician or Registered Masters Laboratory Animal Technician or equivalent.
- Six (6) to nine (9) years of experience in a Management role; plus management training in leadership, delegation, interviewing skills, interpersonal communication, time management, organizational skills.
- Must be thoroughly familiar with all University of Guelph (or equivalent) Animal Care Policy, CCAC Guidelines, Animals for Research Act, The Canadian Biosafety Standards and Guidelines, and other legislation and regulations governing use of animals in research and teaching, and thorough knowledge of occupational health and safety legislation; thorough working knowledge of laboratory animal science, use of anaesthetics and euthanasia agents, etc.
- Thorough knowledge of Veterinary nursing care and laboratory animal technical skills.
- Ability to manage and control the safe storage of materials and equipment; strong mechanical ability is necessary due to the machinery and equipment used in the operation.
