The Regulatory Change and Delivery Manager will be responsible for two main areas: leading all aspects of and handling the successful delivery of strategic and regulatory change initiatives across Group Benefits. This role requires a strategic thinker with strong project management skills and a deep understanding of regulatory requirements in our industry. The ideal candidate will have the ability to influence cross-functional business teams, ensuring that regulatory changes are implemented effectively and within established timelines. Leading and coordinating business and technical projects of moderate and large scope and complexity through all phases of initiation, development, and implementation, by working with Value Stream Owners, Business Owners and IT Partners in a fast-paced, collaborative environment.
Position Responsibilities:
Regulatory Change Management (50%)

Collaborate with key team members, including legal, compliance, privacy, operations, and IT teams, to understand regulatory requirements and their impact on business processes.

Ensure that all regulatory changes are outlined, implemented, and communicated effectively to all relevant business parties.

Facilitate the completion and documentation of impact assessments with business partners.

Facilitate forums and own trackers related to regulatory change for business partners in partnership with Compliance (Legislative Advisory Committee, GB legislative tracker, etc).

Continuously evaluate and improve regulatory change-related processes to enhance efficiency and effectiveness.

Analyze and integrate diverse data and insights to develop well-founded recommendations for GBLT. Effectively communicate these findings by crafting presentations and memos that are both clear and concise, ensuring that key information is highlighted to support informed decision-making. This involves tailoring the message to the audience, focusing on actionable insights, and emphasizing the strategic impact of the recommendations to guide team members towards making confident, evidence-based decisions.

Collaborate with compliance and business leaders on the establishment and tracking of appropriate corrective action plans related to regulatory requirements.

Support annual planning for regulatory change and own portfolio level reporting for cross cutting regulatory initiatives
Delivery Management (50%)

Supervise the overall health of project health, financials, and key results using Manulife reporting tools such as the Global Initiatives App (GIA). Support ODF governance for change requests, GB port synch, and ad-hoc reporting for assigned OKRs.

Lead organizational and business readiness activities for assigned OKRs, including creation of trackers to lead and report on ongoing action items.

Work closely with product owners and IT partners to develop and report on initiative plans.

Serve in a Line 1B role for project risk management. Support the completion of risk assessments for assigned initiatives and develop action and mitigation plans with business partners. Familiarity with Archer is preferred. Assist with audit readiness for assigned OKR.
Required Qualifications:

A Bachelor’s degree or equivalent experience in business, Project Management, or a related field is required.

5 years of Project management experience in regulatory change management, risk or compliance or led projects in risk and compliance.

Proven experience in leading regulatory change projects within financial services/Group Benefits

Strong understanding of regulatory requirements and compliance standards relevant to the industry

Preferred Certification : PMP certified or Scrum Master certification.

Communicating effectively and maintaining appropriate governance and transparency of initiatives in alignment with Enterprise governance and agile ways of working.

Agile/SAFe knowledge and JIRA/Confluence experience is an asset.

Excellent project management skills, with a track record of delivering projects on time and within budget.

Exceptional communication, negotiation, and interpersonal skills.

Ability to work collaboratively with cross-functional teams and build strong relationships with partners.

Strong analytical and problem-solving skills, with a keen attention to detail.

Salary range is expected to be between
$86,250.00 CAD – $155,250.00 CAD
