Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster, and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity, and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our Occupational Health and Safety (OHS) Office is seeking a Manager, Safety Communications who will be responsible for building and enhancing the enterprises’ safety culture program across all Metrolinx business units. The Manager, Safety Communications will act as subject matter expert and be responsible for defining, developing, and implementing OHS rollout plans and activities related to safety, environmental management and sustainability, continuous improvement, and safety engagement to advance corporate objectives, meet legislative regulations and promote a positive safety culture across Metrolinx. They will also identify trends, risks, and lead action planning with the OHS Department to execute mitigation / readiness plans and process improvements with the purpose of promoting consistent practices and achieving our strategic wheel targets. What will I be doing?
- Identifies, develops, and implement plans and measurement for enterprise-wide safety, environmental sustainability, continuous improvement, and safety engagement portfolios to meet divisional and corporate objectives.
- Analyzes upcoming programs / programs in development within the Safety Division and prioritizes rollout plans, communications, and activities across Metrolinx.
- Manages the development of corporate safety engagement programs to support enterprise strategic objectives and participates in relevant groups to represent the interest of the Safety Division.
- Provides oversight to safety communication channels and establishes a vision for the safety brand and ensures execution of this vision.
- Leads the design and development of enterprise-wide rollout plans for safety and environmental sustainability programs, policies, procedures, processes, and tools that comply with regulatory requirements and best practices.
- Authors reports for relevant safety key performance indicators.
- Presents mock designs from the Safety Communications team (e.g., website design) for stakeholder consultation and buy-in.
- Develops and maintains mechanisms to analyze the safety management program to identify risks and to establish performance standards; acts as a resource to recommend strategies to reduce work process risks, raise safety awareness and improve safety of work practices to meet the corporate commitment to safety.
- Regularly leads systematic reviews and assessments of the enterprise safety portfolio (i.e. occupational health and safety, construction safety, industrial hygiene, environmental management, information management, safety engagement) and their adherence to established policies, procedures, training programs, and legal/regulatory requirements.
- Reviews safety- related non-compliance, makes recommendations and proposals to produce mitigation strategies.
- Actively seeks opportunities to streamline processes and applies LEAN and change management tools to support the adoption of Safety Division initiatives; integrates change management into project plans.
- Prepares reports and briefing materials and presents findings/recommendations/plans at management and executive committee meetings and where relevant, with external agencies (e.g. Railway Association of Canada).
- Identifies data requirements and monitors performance measures for progress and initiates action required to close operational gaps.
- Reviews impact analyses, assesses change readiness, and identifies key stakeholders for engagement and execution.
- Establishes working groups and collaborates with divisional representatives to implement improvements and action plans.
- Analyzes data from internal and external sources, prepares documents to summarize findings, and provides recommendations for leadership.
- Acts as a role model for safety behaviors and attitudes; researches and implements ideas to foster a culture of accountability, responsibility, and continuous improvement in relation to safety practices (e.g. divisional safety champions).
- Lead and coach members of the Safety Communications team.
- Other relevant tasks as assigned.
What Skills and Qualifications Do I Need?
- University degree in Communication Studies, Public Relations, Occupational Health and Safety, Business Administration, or relevant subject, from a recognized university, or any combination of education, training and experience deemed equivalent.
- Demonstrated progressive years of related experience, with progressive experience leading a team.
- Experience with leading program planning.
- Demonstrated ability to evaluate trends and influence action that drive improvements.
- Able to influence change with people in more senior positions.
- Ability to work in a fast-paced environment and able to effectively manage multiple priorities.
- Strong communication skills; both written and verbal. Ability to write cohesive and compelling business cases and reports.
- Advanced knowledge of media and design software (e.g., Canva, website development, social media apps).
- Ability to create and present data in PowerPoint.
