Major Responsibilities:

To develop a strategy for and establish a Training and Education program within the Development Review Division, to manage the training and education for all staff of the division, and to manage a team of professional staff that coordinate the designing, planning, organizing and delivering of training and education programs to support the City’s and Division’s strategic priorities.

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.

  • Leads in formulating workplans, objectives and strategic priorities in the area of training and education for the division.

  • Manages the design and delivery of effective training programs to support specific business needs or corporate requirements, adapting current strategies and approaches as needed.

  • Oversees the development of training materials, manuals and job aids to support training and education initiatives.

  • Manages the development and implementation of new training techniques and approaches to further continuous improvement.

  • Evaluates divisional training courses for effectiveness and training instructors on classroom skills and delivery to ensure effective and consistent delivery of training programs.

  • Provides strategic leadership, consultation, interpretation and direction in the area of training and education. Builds and manages positive relationships with divisional and City management and staff related to training and education issues.

  • Collaborates with other managers in various City divisions on the implementation of cross-corporate training and education projects.

  • Manages confidential and sensitive information affecting divisional operations, assets and resources.

  • Liaises and collaborates with the Enterprise e-Learning Initiative (ELI) team, the City’s learning management system, to manage the division’s responsibilities and obligations.

  • Manages the City’s Tuition Assistance Reimbursement program for all divisional staff; reviews applications ensuring all conditions as outlined in the corporate Tuition Assistance Reimbursement policy are met.

  • Develops and maintains contact with other training and system professionals and stays abreast of current technologies and practices in the field.

  • Makes recommendations based on training gap analysis for business performance improvements and business continuity to address evolving and changing needs.

  • Develops monitoring and reporting structures and provides detailed reports outlining statistics and outcomes related to training areas.

  • Prepares divisional training reports, the presentation of findings and the development of recommendations in order to meet divisional training needs.

  • Provides in-depth expertise and leadership in the area of training and adult education strategies.

  • Communicates divisional directions, updates planning and operational initiatives and coordinates local initiatives to support strategic objectives and priorities.

  • Manages the effective management of human, financial and physical resources, ensuring compliance to program eligibility decisions, maintaining integrity and accuracy of staffing/payroll systems.

  • Mentors, manages and develops staff to resolve conflict, achieves high standards of personal and team performance and provides opportunities for personal growth.

  • Ensures the effective administration of collective agreements and seeks advice from Corporate Employee Relations when providing guidance on collective agreement matters and employee relations concerns. May be required to participate in dispute resolution, the grievance procedure and arbitration. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.

  • Negotiates and manages labour relations situations at grievances and arbitration hearings.

  • Analyzes changes in program legislation and other workplace policies and procedures to assess how to deliver information to all levels of staff. Ensures that the required changes are implemented in an efficient manner mitigating any adverse consequences.

  • Identifies emerging trends and issues and advocates for changes in policy and program directions through the review of operational reports and statistical analysis and makes recommendations to enhance divisional efficiency and quality of service.

  • Provides senior management with regular updates, including preparation of briefing notes, memos, reports and feedback in training related matters.

  • Applies knowledge of related legislation and divisional policies and procedures when planning, designing and implementing training strategies.

Key Qualifications:

  1. Post-secondary education and experience in the field of training and education services and adult learning principles combined with extensive management experience in the execution and management of broad scope projects

  2. Considerable experience in developing and establishing a training program or strategy, leading the development and implementation of innovative and high-quality training to support organizational strategies or business needs. This includes integrating research, conducting comprehensive needs assessment, curriculum/course design respecting adult learning principles and practices, and evaluation of training courses, classroom-based learning and/or e-Learning through an equity, diversity and inclusion lens.

  3. Considerable experience in leading a high performing team by conducting performance reviews, appraisals and plans, effectively managing labour relations matters, and mediating and resolving conflicts within an environment that promotes and fosters teamwork.

  4. Ability to diagnose training gaps in meeting operational needs and recommend appropriate training and technological solutions.

  5. Strong analytical and problem-solving skills along with excellent decision making ability using innovative and outcome oriented leadership

  6. Proven ability to organize and lead projects, processes and work teams

  7. Excellent communication and stakeholder management skills to work in a multidisciplinary environment

  8. Excellent decision-making ability using innovative and outcome oriented leadership.

  9. Good knowledge of leadership principles and, practices and techniques

  10. Excellent interpersonal and communication skills and the ability to effectively facilitate meetings and focus groups

  11. Ability to forge effective partnerships with various stakeholders internal and external to the Division.

  13. Demonstrated self-initiation and ability to exercise discretion and judgement, as well as handle multiple projects/reviews concurrently
