At the City of Penticton, our goal is to serve our residents, businesses, and visitors through good governance, partnership, and the delivery of effective and community-focused services.The City of Penticton’s Procurement and Inventory Services Department is in search of a highly energetic and organized individual for the permanent position of Procurement Associate. The Procurement and Inventory Services Department assists other City Departments with purchasing products and services to support City operations. This department establishes policies and procedures to ensure a competitive process that enables the City to get the best value, and provide assurance of fair treatment for all businesses who work with the City. This department also manages the inventory of a wide variety of products used by City departments to ensure products are readily available when required.Reporting to the Procurement and Inventory Services Manager, the Procurement Associate is involved in many facets of procurement including, but not limited to, preparation of bid documents, performing cost analyses, and contract preparation. The position exercises considerable independence of judgement and action within the framework of established guidelines, policies and procedures. The Procurement Associate requires the ability to communicate with suppliers and the public, and present information clearly to City staff. The position works to support all City departments by providing professional procurement expertise, advice and assistance as required.Key Responsibilities:Procurement Advisory Services
- Provides sound procurement advice and sourcing options in a cost-effective manner.
- Ensures purchases comply with City Procurement Policy, legislation, and trade agreements.
- Liaises with City departments to develop bidding opportunities including scope of work, industry best practices, deliverables, submission requirements, and evaluation criteria.
- Performs a range of procurement functions, such as preparation of Request for Quotes and Proposals; developing evaluation criteria for proposals; resolving bid irregularities; performing price and cost analyses; and, preparing associated contracts.
- Manages multiple procurement opportunities concurrently.
- Prepares and collects all necessary contract documentation, including but not limited to, Certificates of Insurance, Business Licence, WSBC Clearance letter and Prime Contractor documents.
- Conducts post-competition debriefings with key stakeholders.
Procurement and Inventory Services Support
- Engages in cross-training to maintain the ability to issue purchase orders, provide warehouse coverage, and assist with invoice processing as backup in exceptional circumstances.
Other reasonable duties as assigned.Required Knowledge, Abilities & Skills:
- Working knowledge of procurement law, processes, and practices.
- Understanding of contractual, technical, and legal documents.
- Working knowledge of pertinent trade agreements.
- Strong analytical skills required to evaluate potential suppliers, compare pricing, assess product quality, interpret complex data, and make informed decisions about purchasing goods and services, ensuring the best value for the City.
- Exceptional interpersonal skills, professional business ethics, articulate verbal and written communication skills, and attention-to-detail.
- Adept at establishing and maintaining a variety of stakeholder relationships, customer-service focused and an adaptable problem-solver.
- Strong time management skills with the ability to meet deadlines.
- Ability to maintain discretion and confidentiality.
- Ability to negotiate proposals and prepare contracts.
Education, Training & Experience:
- Diploma in Business Administration or a related field;
- 3+ years’ experience in a relevant public sector position responsible for purchasing and assembling contract documents;
- 1+ years’ experience utilizing Bonfire or similar online bidding platform; and,
- 1+ years’ experience utilizing an Enterprise Resource Planning system (preferably, Unit4 Business World); or,
- An equivalent combination of education and experience.
- Valid B.C. Driver’s License

Wage: $37.55 to $41.72 per hour (Pay Grade 10, CUPE) as of March 1, 2025
