We are currently recruiting for a skilled Programmer Analyst – Level 3 to support a large-scale ERP transformation initiative within a public-sector environment. This role focuses on enhancing and adapting complex business applications to integrate with Oracle Fusion, with a specific emphasis on a mature VB.Net-based system that supports the planning, design, and management of government buildings and related infrastructure. The successful candidate will work closely with a multidisciplinary team, including solution architects, developers, and business subject matter experts, to deliver high-quality code, Crystal Reports, and PL/SQL solutions. Key responsibilities include analyzing change requests, developing and deploying solutions using VB.Net or C#.Net, contributing to new application components, and maintaining up-to-date technical documentation. Candidates should have strong experience with Oracle database structures, Visual Studio, and version control tools, and knowledge of SSRS reporting is considered an asset. • Problem Analysis and Solution Design – Review and assess bug reports or change requests related to existing application functionality. Propose practical, technically sound solutions to be reviewed and approved by the support team.
• Full-Stack Development and Deployment – Develop and implement solutions across various layers of the technology stack, including VB.Net, C#.Net, Crystal Reports, Oracle PL/SQL (packages, procedures, triggers, functions), and Visual Studio.
• Application Enhancement and New Development – Build new application components or features to meet evolving business requirements, ensuring they are scalable, secure, and aligned with system standards.
• Documentation and Knowledge Transfer – Create or update technical documentation in accordance with established unit standards to ensure ongoing support, maintenance, and knowledge sharing.
• Agile Team Collaboration – Participate in daily scrums and collaborate with developers, QA analysts, solution architects, and business SMEs to ensure alignment, transparency, and smooth delivery throughout the project lifecycle.

Qualifications

• Strong development experience with VB.Net or C#.Net, including building and maintaining large, complex applications.
• Expertise in Crystal Reports for creating and modifying business reports.
• Advanced knowledge of Oracle PL/SQL, including packages, procedures, triggers, and functions.
• Solid understanding of Oracle database structures and experience writing efficient queries.
• Proficiency in Visual Studio and managing large codebases with version control tools in a team environment.
• Experience working in Agile teams, participating in scrums, and collaborating with cross-functional stakeholders.
• SSRS reporting experience is considered a strong asset.
