The Project Manager, Technology Services manages all phases of projects including initiation, planning, execution, control and closure. Projects range from simple to complex, multi-year, million-dollar initiatives involving business customers of Technology Services. Projects require managing medium-sized project teams (i.e., 10+ members) and coordination with an upper-management, steering committees, departmental subject matter experts, external consultants, and vendors. The implementation of the IT project often involves substantial changes to business processes (utilizing lean principles) with potential job impacts, which need to be addressed and mitigated. The Project Manager in this role may be required to provide senior management with objective and comprehensive business and process analysis of the project, staffing and service, and provide recommendations based on the analysis performed.Specific Duties and Responsibilities
Manages all aspect of complex, cross-department projects, including:
- Manages project teams to successfully deliver projects. Assigns work to project team members, specifying deliverables, timelines and quality expectations. Monitors performance of project team members and takes corrective actions as required. Coaches and mentors team members.
- Enables Agile ways of project delivery by taking on an appropriate leadership style based on the project team’s needs, strengths, and capabilities. This means being willing to get into the details as and when required to get deliverables completed, facilitating discussions that drive decisions and building of key artifacts, being open to learning new competencies / tools/ practices by doing, and putting the needs of the team above your own.
- Plans projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Participates in confidential planning that may have City-wide operational and financial implications. Documents the plans in a Project Plan document. Regularly reviews the project plan and/or dashboard with the Project Sponsor, Senior PMO Manager, and project team to make sure the project is progressing on track.
- Works collaboratively with Business Sponsor and business project team on key project / program artifacts including charter, budget, Total Cost of Ownership (TCO), Minimum Viable Product (MVP), user stories, change requests, project closure documentation, etc.
- Follows Technology PMO project / program management best practices and processes including standard templates, governance requirements, and tools (ex. Project Portfolio Management (PPM), project tracker and dashboard, etc.).
- Executes projects according to approved project plans (Waterfall project delivery) and/or sprint /release plan (Agile project delivery).
- Organizes and leads meetings with project team, stakeholders and vendors as needed and manages actions arising from them.
- Facilitates stakeholder inputs to arrive at optimum solution.
- Identifies and proactively manages project issues and risks.
- Manages project costs to approved budget while following the official tracking, reporting, and change request standards set out by the TS PMO.
- Ensures that project performance meets expectations in terms of timelines, quality, and scope.
- Implements adequate internal controls for reporting to Senior Management.
- Conducts regular project status meetings/scrums with project team members.
- Regularly reports on project status to Project Sponsor and/or Project Steering Committee, and TS PMO Leadership
- Lead and/or conduct Organizational Change Management project processes and artifact development including stakeholder impact assessments, change management plan, training plan, communication plan, and related execution deliverables as per respective plans.
- Conducts project resource requirements planning, obtains resourcing approvals, engages Resource Managers to secure resources, and proactively identifies project resourcing issues and risks
- Ensures proper project closeout at completion. Manages the acceptance (and sign-off, if required) process for project deliverables from stakeholders. Conducts post-project evaluation process and recommends changes for future projects. Documents and presents a project closeout analysis.
- Works with the business sponsor /stakeholders to identify and document project benefits
- If and when required, leads process mapping facilitation, process documentation, value-add analysis, and future state definition with an eye for technology impacts
- Assists in Discovery phases of projects, if required
- Work on two or more projects concurrently, if required
- Other duties/responsibilities as assigned
Qualifications
Education and Experience:
- Bachelors’ degree in Business Administration, Engineering, Economics, Computer Science or a related discipline.
- Project Management Professional (PMP) certification required.
- A minimum of eight years of Project Management experience in increasingly complex projects.
- Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
- Experience in managing teams.
- Formal training and/or 2 years’ experience in Agile software development / Agile project management methodologies is an asset
- Certified Scrum Professional (CSP) certification is an asset
- Formal training and/or experience in Organizational Change Management (OCM) methodologies is an asset
- Formal training and/or experience in Lean process improvement and analysis is an asset
Knowledge, Skills and Abilities:
- Demonstrated knowledge of Project Management methodologies, processes, standards and policies as part of Waterfall/Traditional, Agile and Mixed project delivery approaches.
- Demonstrated ability to apply Project Management methodologies to projects for successful completion.
- Knowledge of the City of Vancouver is an asset.
- Knowledge of SDLC (Software Development Life Cycle), and past experience working on technology projects including managing deployments of externally procured solutions, or development and deployment of in-house built solutions is an asset
- Experience in managing vendors and vendor contracts/Statements of Work is an asset
- Previous experience in dealing with teams that include bargaining unit and exempt FTEs, Contractors and external Vendors is an asset
- Ability to write effectively, organize and maintain project documentation, prepare status reports and summaries.
- Ability to speak effectively in public through formal and informal meetings and presentations.
- Ability to communicate effectively at all levels within the organization.
- Ability to manage large workloads and multitask effectively.
- Ability to manage projects crossing multiple departments, multiple business processes and multiple stakeholder groups.
- Ability to organize, co-ordinate and manage people to achieve project goals.

- Ability to develop and maintain effective working relationships with technical and professional staff, as well as customer departments.

- Ability to resolve conflicts arising within the project team or in interactions with customers in the most advantageous manner to all parties involved.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.
