Description· Delivering extensive knowledge of the current and emerging 9-1-1 technologies to meet needs identified by the PSAP user community.
· Demonstrated experience directing project teams (Infrastructure and Network project teams) to ensure project deliverables meet business needs and standards.
· Experienced with running large scale infrastructure and network projects and initiatives of a highly technical nature.
· Experience working with multiple stakeholder groups including external vendors, partner organizations and end users to coordinates timelines, deliverables etc.
· Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
· Ability to promote I&IT project management best practices and adherence to standard methodologies.
· Establishes and participates in steering committee and stakeholder forums.
· Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
· Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.NOTEExtension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW.Assignment Type: This position is currently listed as “Hybrid” as consultants will be required to work partly in the physical workplace and partly remotely. MUST HAVES:
Knowledge and experience with systems analysis and design methods and techniques to develop systems and methods for managing servers, network, firewalls
Knowledge and experience with testing and implementation methods and practices
Demonstrated experience leading projects that involve system vendor management, issues management, and system
Experience monitoring CRQs (change requests) and provide incident briefings to management and stakeholdersExperience and Skill Set RequirementsTechnical Experience· Experience with SQL, Linux, Windows 2016 and newer servers, subnets, VLANS, trusted/untrusted zones, DNS, VM(virtual Machines, hyper converge(HCI), IP, active directory (AD), NTP, VPN, remote desktop, Cisco technology, SDWAN and Firewalls
· Security Systems design and implementation including operations implementation
· Knowledge and experience with current and emerging technologies, including all server computer system technologies, network, security, and theory and principles of operating systems, systems design and development
· Knowledge and experience with systems analysis and design methods and techniques to develop systems and methods for managing servers, network, firewalls
· Knowledge and experience with testing and implementation methods and practices
· Experience facilitating diverse system stakeholders in highly integrated and complex solution delivery environments, providing leadership and advice to establish common business objectives and solution roadmaps, while developing business standards and realizing system automation.
· Demonstrated experience leading projects that involve system vendor management, issues management, and system integration across multiple vendor solutions.
· Experience identifying and assessing technical project risks, mitigation strategies and contingency plans.
· Demonstrated knowledge and understanding of Interoperability requirements and as directed by, and in the application of, the Canadian NENA i3 principles and Interoperability Continuum.
· Knowledge of emerging Next Generation 9-1-1 technologies and standards
45%Project and Leadership Management Skills· Experience working with Agile/Scrum/DevOps methodologies and tools (JIRA, Azure DevOps)
· Experience monitoring CRQs (change requests) and provide incident briefings to management and stakeholders
· Experience with gathering and developing requirements in order to create and maintain a detailed project schedule and/or integrated plan
· An experienced individual with a proven track record for meeting strict deadlines and leading technical teams to ensure work on tasks/milestones remains within time and cost constraints.
· Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level).
· Experience engaging and managing vendor relationships.
· Experience in the development and implementation of project management processes, plans, and communication tools.
30%Communication/Soft Skills· Experience with working with complex multi faceted projects with diverse working groups
· Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.
· Able to work with all stakeholders to create Change Requests (CRQs) and manage the change through implementation
· Demonstrated experience communicating across many functional areas (matrix organization) to actively engage project stakeholders, including vendors, and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience
· Demonstrated experience identifying a mix of skilled technical resources necessary to complete project assignments/deliverables, including clarifying roles and responsibilities
