Job DescriptionTHE OPPORTUNITYWe have an exciting opportunity for a strategic, experienced, and values-driven financial leader to join Nisga’a School District (SD 92)’s executive team as Secretary-Treasurer. Reporting to the Superintendent of Schools and serving as Secretary to the Board of Education, the Secretary-Treasurer provides strategic leadership and oversight of the district’s financial, operational, and administrative functions. This role ensures the effective management of financial resources, compliance with provincial regulations, and alignment with the district’s mission and strategic goals. The Secretary-Treasurer oversees key departments, including Finance, Information Technology, Operations, Housing, and Food Services, while also managing relationships with the Ministry of Education and Child Care and reporting to the Nisga’a Board of Education.As the Secretary to the Board of Education, the Secretary-Treasurer also fulfills critical governance and administrative duties, including record keeping, policy management, and ensuring compliance with provincial and federal regulations.This position requires travel within the Nisga’a School District and occasional travel outside the district. Evening and weekend work may be required to attend meetings, events, and community engagements.THE ORGANIZATIONThe Nisga’a School District is located in the Nass Valley and serves a student population of approximately 380. While most students are Nisga’a, the district also welcomes non-Indigenous and Indigenous learners from diverse cultural and language backgrounds. What makes our district unique is not its size, but its deep connection to community, rooted in Nisga’a language and culture.Each of our four communities Gingolx, Laxgalts’ap, Gitwinksihlkw and Gitlaxt’aamiks along the Nass River host a community K-7 elementary school with the high school being located in the largest community Gitlaxt’aamiks, as part of a K-12 school.From the Nass Valley it is an easy drive to a ski hill, numerous hotsprings, many world-class fishing spots and Terrace, a regional centre that includes all regular amenities.For more information, please visit their website:RESPONSIBILITIESBoard of Education Support & Governance

  • Serve as the Secretary to the Board of Education, maintaining accurate records of board meetings, including minutes, resolutions, and decisions.
  • Prepare and distribute board meeting agendas in collaboration with the Board Chair and Superintendent.
  • Ensure all board policies are current, properly documented, and accessible to stakeholders.
  • Act as the official point of contact for the Board, facilitating communication between board members, district staff, and the public.
  • Provide expert advice and recommendations to the Board on financial and operational matters.
  • Support the Board in fulfilling its governance responsibilities including compliance with provincial legislation and district policies.
  • Prepare and present financial and operational reports to the Board, ensuring transparency and accountability.

Financial Leadership and Management

  • Provide strategic leadership in the development, implementation, and monitoring of the district’s annual budget and long-term financial plans.
  • Oversee the preparation and submission of financial reports, including Ministry of Education and Child Care reporting, ensuring accuracy and compliance with provincial requirements.
  • Oversee and manage the district’s financial systems, including payroll, accounts receivable/payable, and procurement.
  • Develop and implement financial policies, procedures, and internal controls to safeguard district assets.
  • Oversee the development and implementation of the district’s 5-year capital plan, including funding applications and project management.
  • Coordinate internal and external audits, ensuring financial records are accurate and compliant.
  • Lead the annual budget process, working collaboratively with district leadership to align financial resources with strategic priorities.

Operational Oversight

  • Supervise and support key district managers/staff (Finance, HR, IT, Operations, Housing and Food Services).
  • Ensure the efficient operation of district facilities, including facilities, maintenance, transportation, and housing.
  • Oversee the district’s food services to ensure compliance with nutritional standards and community needs.
  • Oversee the district’s procurement processes, ensuring compliance with policies and achieving value for money.
  • Provide leadership in the development and implementation of district-wide operational policies and procedures.

Ministry & Stakeholder Relations

  • Serve as the primary liaison with the Ministry of Education and Child Care on financial and operational matters.
  • Manage relationships with external stakeholders, including government agencies, contractors, and community partners.
  • Ensure alignment of district practices with provincial standards and best practices.

Strategic Leadership

  • Contribute to the development and implementation of the district’s strategic plan, with a focus on financial sustainability and operational excellence.
  • Lead initiatives to enhance efficiency, effectiveness, and innovation across the district.
  • Foster a culture of collaboration, accountability, and continuous improvement among district staff.

Contract Management

  • Oversee vendor, service provider, and employee contracts to ensure proper execution and legal compliance.

Compliance & Risk Management

  • Ensure compliance with all relevant provincial and federal regulations.
  • Oversee risk management programs, including insurance policies and safety protocols, to minimize financial and operational risks.

Community Relations

  • Act as a liaison between the Board of Education and the community, promoting transparency and engagement.
  • Respond to public inquiries and coordinate community meetings as needed.

Technology Management

  • Oversee the implementation and maintenance of financial and administrative software systems to ensure efficient operations.

District Relations & Responsibilities

  • Maintain a collaborative and professional working relationship with the Superintendent and District Leadership.
  • Provide regular updates and reports to support district leadership.
  • Develop an annual professional growth plan and work plan, reviewed bi-annually with the Superintendent and/or designate.
  • Perform additional duties as assigned by the Superintendent and/or designate.

QUALIFICATIONS

  • A professional accounting designation (CPA) or equivalent combination of education and experience.
  • A Master’s degree in Business Administration, Finance, or a related field is preferred.
  • A minimum of five years of progressive leadership experience in financial management, preferably in the public sector or within Indigenous (First Nations, Métis, or Inuit) communities or agencies in educational or related fields.
  • Demonstrated experience in budget development, financial reporting, and capital planning.
