1. Leadership and Strategic Management of the Evaluation Function: • Managing the evaluation unit, organizing, undertaking and supervising the evaluations, including the preparation of terms of reference for the evaluations to be conducted, the selection of consultants and service providers, and overseeing the follow-up on the implementation of evaluations’ recommendations and of the lessons learned; • Preparing the biennial work programme and budget for the evaluation function, for the review and approval of the Executive Committee, and reporting on their implementation; • Reviewing, as applicable, the evaluation policy, at least every five years, to keep abreast of the latest developments in the evaluation profession. 2. Coordination, Collaboration, and Knowledge Sharing: • Spearheading collaboration and coordination with the evaluation offices of the Multilateral Fund’s implementing agencies to explore options for joint evaluations on issues related to Multilateral Fund project implementation, or ad hoc consultations on evaluation related issues of mutual interest; • Following any Executive Committee request and/or guidance, and in cooperation with implementing agencies and their evaluation offices, preparing and updating guidelines and standard operation procedures to be applied in preparing thematic and programmatic evaluation of projects and activities supported by the Multilateral Fund to create a culture of evaluation and facilitate the use of evaluation products among the stakeholders; • Developing and updating the evaluation content of the Multilateral Fund’s knowledge management system and evaluation section of the website, ensuring the quality and accuracy of the evaluation-related information, including highlights on the results of the evaluation studies and the preparation of an annual evaluation newsletter; • Preparing and disseminating information on best practices, lessons learned, recommendations and successful results to the different stakeholders. 3. Evaluation Implementation, Reporting and Follow-up: • Evaluating the efficiency of processes of the Multilateral Fund and its implementing agencies, verifying that the evaluation standards approved by the Executive Committee are being applied to all facets of the development and delivery of evaluations; • Presenting evaluation reports to the Executive Committee including general and actionable recommendations which, when applicable, might include specific, measurable, achievable, relevant and time-bound (SMART) indicators to facilitate follow-up on their implementation; general recommendations may also be issued aiming at addressing more strategic aspects relevant to the work of the Multilateral Fund and its implementing agencies; • Preparing recommendations arising from evaluations for the consideration of the Executive Committee and upon its request, preparing potential management responses to evaluations; • Reporting to the Executive Committee on the performance of and lessons learned from projects approved under the Multilateral Fund at all stages of implementation, including analysis from project completion reports, based on experience from bilateral and implementing agencies through periodic reports in relation to Executive Committee policies and guidelines; • Leading team members” efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensuring that everyone can discover, access, integrate and share the data they need. 4. Undertaking any task, within his/her field of activity, that the Executive Committee may entrust to him/her.
