We offer a wide variety of career and developmental opportunities, including the option to work on different projects and technologies, on-the-job training, cross-training, access to business and technical online courses, and formal education subsidies.Job DescriptionREF: #001ADGA has an immediate role open for a Senior Procurement Specialist to support one of our major government clients, and the existing portfolio of contracts within the area of procurement.Tasks will include:
- Review SOWs (Statements of Work) and Evaluation Criteria received from the Technical Authority (TA).
- Prepare Procurement Plans and Risk Assessments.
- Participate in procurement working groups to develop procurement strategies.
- Draft solicitation documents, such as Requests for Information and Requests for Proposal;
- Create procurement documents in the Defence Resource Management Information System (DRMIS), such as Purchase Requisitions, Requests for Quotation, Purchase Orders, Outline Agreements, and Call-Ups against Standing Offers/Supply Arrangements.
- Maintain digital and physical procurement files.
- Support TA and Procurement Authorities with procurement and contract reporting.
- Coordinate with Supply Managers and Canadian Forces Units for the receipt of procured goods and services.
- Review invoices and supporting documents
- Perform any other work as needed.
Qualifications
- A demonstrated College Diploma in Accounting, Business Administration or a suitable field relating to procurement. Mandatory: must have a Secondary School Diploma. (will need copy)
- A minimum of 5 years experience as a Procurement Specialist on Military systems. (contract position requirement, and must be able to demonstrate)
- A minimum of 8 years experience (within the last 10 years) in the preparation of procurement/concept documents or proposals in the field of procurement management.
- A minimum of 6 years experience in each of the assessment area’s below:
- developing briefing notes and presentations to address procurement and financial issues.
- liaising with stakeholders to support procurement requirements for the organization.
- providing advice, guidance and recommendations on procurement and financial issues to support the decision making of senior management.
- A minimum of 8 years experience (within the last 10 years) performing at least 4 of the following criteria:
- using MS Office suite (Word, Excel, Access, Outlook and PowerPoint)
- experience using Defence Resource Management Information System (DRMIS) Material Management or SAP Material Management (for Purchasing)
- reviewing procurement documents including statements of work, evaluation, criteria and selection methodologies.
- developing procurement plans and strategies and conducting procurement or contract risk assessments.
- preparing contractual documentation including requests for information, requests for proposal and contracts.
- providing advice and guidance on procurement and contracting matters to clients.
Additional Information
- Must hold a valid PSPC Secret level 2 clearance.
- Will need to obtain the Controlled Goods Certificate. (Consultants will be required to be already registered with CG)
- Employee/Consultant will be required to work on-site on a full time basis. (As per client)
