Are you an experienced Senior Project Manager with a strong background in cybersecurity and enterprise system delivery? Join a high-impact initiative focused on deploying a city-wide Privileged Access Management (PAM) solution in the cloud, designed to centralize access control, enhance compliance, and protect critical infrastructure.This hybrid contract position is based in Toronto, with a requirement of 3 days on-site per week. The initial term is 6 months with a potential extension of another 6 months. You will lead the implementation of PAM solutions across enterprise environments, ensuring the success of IAM/Cybersecurity initiatives through strong stakeholder management, technical oversight, and adherence to PMI methodologies.Advantages

• Lead all phases of the PAM project lifecycle-from initiation through delivery and post-implementation
• Define and manage project scope, charter, timelines, budgets, resource plans, and schedules
• Implement PAM tools and workflows to secure privileged access across systems and applications
• Align project objectives with cybersecurity and governance standards, compliance regulations, and enterprise risk frameworks
• Coordinate with identity management, security, and application teams to ensure seamless integration
• Produce and maintain project artefacts: stakeholder maps, risk logs, change management plans, MS Project schedules, and more
• Monitor vendor performance, oversee contract compliance, and lead procurement planning and negotiations
• Facilitate executive communications, status updates, and presentations tailored to multiple audiences
• Lead and mentor project staff, encouraging high performance, innovation, and collaboration
• Manage cross-functional team deliverables, ensuring quality control and on-time completion
• Ensure accessibility compliance (AODA), and support STRA and PIA activities where applicable

Qualifications
Must Have

• Bachelor’s degree in Computer Science, Business, or equivalent work experience in enterprise systems
• 10+ years of hands-on project management in enterprise or government IT environments
• Active PMP® Certification (in good standing)
• Experience managing IAM/PAM or cybersecurity-related projects at scale
• Familiarity with security frameworks: LDAP, RBAC, SSO, MFA, PKI, etc.
• Strong understanding of enterprise governance, risk, procurement, and contract processes
• Ability to deliver executive-level communications and project documentation
• Experience working with Jira, Confluence, and Microsoft Project

Nice to Have
🛡️ Familiarity with modern PAM platforms (e.g., CyberArk, BeyondTrust, Thycotic)
📈 Experience managing organizational change initiatives
🧩 Background in AODA, STRA, and PIA compliance frameworks
🤝 Experience in the public sector or large-scale transformation projects
