The Organizational Setting

The Environmental Standards (ES) Section in the Air Transport Bureau is one of sections charged with delivering results with respect to ICAO’s Strategic Objective – Environmental Protection. The Section is responsible for the development of Standards and Recommended Practices (SARPs), developing methodologies and tools conducting quantitative studies and assessment of estimating environmental benefits, developing and providing guidance on aircraft noise, aircraft engine emissions (local air quality) and CO2 emissions. The Section develops and maintains all existing volumes of Annex 16 – Environmental Protection (Volumes I, II, III, and IV) and databases on aircraft noise, aircraft engine emissions, aeroplane CO2 emissions and contributes to collecting and compiling various environmental aviation statistics including fuel consumption data. It also provides support to the Assembly, the Council, the Air Navigation Commission (ANC), and the Committee on Aviation Environmental Protection (CAEP).

The incumbent reports directly to the Chief, Environmental Standards (C/ES) and is primarily responsible for ensuring the efficient and effective delivery of standards, policies and guidance materials related to aviation environmental protection. It is expected that the incumbent will work independently to carry out the duties and responsibilities described while seeking input from and coordinating with Environment Technical Officers and in other Sections as required.

Major Duties and Responsibilities

Function 1 (incl. Expected results)

Facilitates the preparation and development of Annexes and amendments of Annexes to the ICAO Convention on International Civil Aviation, achieving results such as:

  • Coordinate the preparation of amendments to Annex 16, Volumes I and II, III and IV.
  • Initiate the drafting of working papers for Air Navigation Commission and Council, including the consolidation, editing and checking for consistency of replies from States and International organizations on amendment proposals to Annex 16. Prepares green and blue cover versions of amendments to the documents listed above.
  • Prepare draft State letters transmitting proposed amendments to the documents listed above to States, as well as the adoption or approval of new amendments and related effective dates of the Annex amendments.
  • Coordinate with relevant ANB Sections regarding consequential amendments to other Annexes (i.e. Annexes 1, 5, 6 (Parts I, II and III), 7, 8 and 18 as well as the PANS-OPS and the PANS-TRG.  Attends meetings and prepares summaries of discussions and meeting reports.
  • Provide assistance and guidance to ENV Technical Officers and C/ENS on all administrative procedures (Annex amendment cycle – working papers/State letters related to the execution of their tasks, including the conduct of Working Group Meetings.
  • Liaise with Document Control Unit and English Editorial Unit concerning the production and distribution of environmental technical publications related to Annex 16.
  • Research papers and technical periodicals on technical developments of relevance to the work of ENS. Classifies and maintains this information on subject folders, assisting in the analyses and summary of the information for inclusion, as necessary, in the work programme of ENS and in publications under the responsibility of ATB/ENV.

Function 2 (incl. Expected results)

Assists in the planning of the ENV Work Programme,  achieving results such as:

  • Review the work programme in coordination with the Technical Officers to ensure maturity for review of tasks at major meetings and communicates any discrepancies to C/ENS.
  • Assist in the analyses and coordination of the annual schedule of ENV meetings, working groups, symposia etc. to optimize existing resources and ensure no overlaps.
  • Participate in Management Team Meetings and provides updates as necessary.
  • Draft and coordinates the provision of required documentation support for environmental meetings, i.e. CAEP and its working groups, as required, to guide/support ENS staff as necessary.
  • Assist DD/ENV, C/ENS and the ENV Technical Officers with the management of the ENV work programmes and maintenance of the ENV tasks as required by the Branch.
  • Record the work of the different CAEP Working Groups and drafts correspondence concerning follow-up of conclusions. Coordinates with all ENV Technical Officers and C/ENS on all items addressed in the above-mentioned Working Groups.

Function 3 (incl. Expected results)

Provides management assistance, achieving results such as: 

  • Handle a variety of complex verbal and written inquiries from internal and external parties and provision of detailed information on processes and procedures related to ENV matters.
  • Draft correspondence and routine administrative reports (i.e. CAEP Working Group activities, material for inclusion in ICAO documentation, material for the Annual Report to Council and Working Papers).
  • Coordinate and assist in the preparation of documentation for ICAO’s deliberative and subsidiary bodies (Assembly, Council, Air Navigation Commission, CAEP, CEC, etc.).
  • Research various aspects of studies and projects being undertaken by the ENV Technical officers.  Locates and compiles reference material as required.

Function 4 (incl. Expected results)

Provides assistance to C/ENS and DD/ENV for the execution of specific projects and ad hoc assignments, achieving results such as:

  • Coordinate preparation of documents and reports related to missions undertaken and meeting participation, both inside and outside ICAO.
  • Prepare and/or consolidate environmental documentation for submission to other organizations.
  • Provision of liaison between ENS staff and with other Bureaus/Offices.
  • Requesting information from within and outside the Bureau.

Function 5 (incl. Expected results)

Facilitates the administrative arrangements for conferences and meetings, achieving results such as:

  • Prepare State Letters of invitation to meetings and consolidate replies.
  • Assist in the processing of working documentation for meetings, prepared by the Secretariat, States and/ or international organizations, as well as in the preparation of the final meeting report.
  • Assist in the preparation of documentation on the follow up of meeting recommendations and monitor the follow up action as necessary.
Function 6 (incl. Expected results)

Facilitates succession planning within ENV through corporate/ institutional knowledge and information sharing, achieving results such as:

  • Provide advice and guidance to professional (P) and General Service (GS) on the procedural aspects of reporting requirements, correspondence standards and working arrangements.
  • Ensure correct implementation of practices and procedures.
  • Provide advice and technical supervision of the work of one GS staff in ENS.
  • Provide training for new GS staff, delegating and supervising work allocation of clerical and secretarial staff assigned to ENV.
  • Draft memoranda and other correspondence on administrative and other matters for C/ENS’s signature, which requires meeting the highest organizational standards.

Qualifications and Experience
Education

Essential

  • Highschool diploma, is required.

Desirable

  • A first-level university degree in International relations, administration, social sciences, or in a related area.
  • Additional training or certification in office management, public and business administration, and/or related areas.
Professional experience

Essential

  • Seven (7) years of relevant experience in positions of increasing levels of responsibility, is required.
  • Experience with air transport subjects/terminology, is required.
  • Extensive experience in office administration, organization and maintenance of records, is required.

Desirable

Advertisement
  • Five (5) years of relevant experience with the Organization, an international organization and/or a government, is desirable.
Languages

Essential 

Fluent reading, writing and speaking abilities in English, is required.

Desirable 

A working knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian, Spanish), is desirable.

Conditions of Employment

Please note that this is a locally-recruited position and restricted to Canadian Citizens, Permanent Residents of Canada and applicants with a work permit.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of one (1) year (first year is probationary for an external candidate).
