For more information, visit .Position Summary:Release of Information (ROI) Specialists are the primary contact for all hospital health information Release of Information Services including patient record release of information, access and privacy and confidentiality. The main purpose of this job is to act as a hospital resource and respond to all requests regarding the release of personal health information, in accordance with the “Personal Health Information Protection Act, 2004” and JBH policy and procedure. This includes but not limited to responding to requests that are generated within the hospital for current patient care as well as those that are generated by individuals/organizations that are external to JBH.Responsibilities:

  • Processes all releases of information including but not limited to Health Information Custodians, insurance companies, WSIB, schools boards, Legal system (i.e. lawyers, review boards, court orders, production orders), psychiatric information requests from the Canadian Mental Health Association and/or COAST, professional colleges (i.e. College of Physicians & Surgeons, Nurses, Dentists, Public Health, etc.), Children’s Aid Society and Coroner’s office, in accordance with provincial legislation and hospital policy with respect to privacy and confidentiality, access and disclosure, and transmittal of patient information.
  • Coordinates charts and dispatches to the appropriate physician for approval.
  • Judges appropriateness of information to be sent and consults the Manager if concerns arise or determined to be inappropriate.
  • Photocopies and collates information and dispatches to requesting party with a cover memo.
  • With respect to court documents (i.e. production orders, court orders, subpoena) notifies appropriate parties including the Manager and Director and prepares required copies by numbering and verifying chart contents in patient file.
  • Prepares and sends invoices according to the fee schedule.
  • Responds directly to inquiries from patients wanting access to their own health record, processes the request (as above) and if the request is approved schedules the patient’s appointment to view his/her chart in the Health Records Department.
  • Processes all correspondence related to the Forms 21, 22, 23 and 24 under the Mental Health Act.
  • Compiles the annual statistical data for the Manager to report to the Office of the Information and Privacy Commissioner’s office.
  • Participates in health data quality activities and continuous quality improvement initiatives.

  • Liaising with internal and external stakeholders to ensure completeness and accuracy of records prior to the release.
  • Works collaboratively with all internal stakeholders including hospital staff, physicians, Allied Health Care team, Laboratories and Radiology department for collection of information pertaining to records release.
  • Facilitates training and educate other HIMs in Release of Information processes as required.
  • Other duties as required.

Qualifications:

  • Graduate of an accredited Health Information Management Program, degree in related field or equivalent experience is required.
  • Certification with Canadian Health Information Management Association (CHIMA) or working towards obtaining the certification is required.
  • Formal training in access and privacy regime and recognized certification in access and privacy (preferred).
  • Minimum of 2 year’s experience working in the Health Records Department and in an acute health care setting with responsibility for Release of Patient Information.
  • Sound knowledge of PHIPA, FIPPA Legislations and the Mental Health Act.
  • Advanced level computer skills – Microsoft Office (Word / Excel).
  • Knowledge and experience with Meditech and Med2020 (Winrecs) would be an asset.
  • Keyboarding skills, speed of 35 words per minute with high accuracy required.
  • Excellent attendance.
  • Excellent organization, time management and crisis management skills and the ability to function well in a fast paced environment,
  • Detail oriented, with excellent communications skills both verbal and written. English level A- is mandatory in oral expression, oral comprehension, reading and writing.
  • Excellent ability to manage multiple projects with tight timelines.
  • Excellent ability to work with staff in all levels of the organization.
  • Ability to work independently with minimal supervision.
  • A strong sense of ethics, confidentiality, honesty and dedication.
  • Highly developed emotional intelligence and the ability to work with challenging stakeholders.
