Scope:
Two Senior IT Business Analysts are required to assist the ITO branch in the successful modernization of the legacy applications used to operate the Alberta Health Care Insurance Plan. The resources will be working in collaboration with an existing team of internal and external resources to support documentation of current state, identify and execute application modernization initiatives and support the development of new applications.
Duties:
Positions are required to fill the Senior IT Business Analysts roles to complement the internal project team. These skillsets are in short supply in the Ministry of Health and additional capacity is required.
The resource will have a strong background experience with Health Care, experience delivering health related projects and preferably, Health Care Insurance project experience.
The individuals will have experience supporting and maintaining legacy mainframe application built using NATURAL/ADABASE, JCL, COBOL and DB2. The individuals will also have experience planning for modernization of these legacy applications
The individuals will have experience documenting technical recommendations and providing technical advice to management, operations and project team members within a multi-vendor shared IT services environment.

Qualifications:
10 years of experience with articulating and translating technical language for non-technical customers both verbally and in writing.
5 years of experience in Direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data management, acquisition, preparation, quality and data lineage/provenance
10 years of experience in Direct, hands-on experience performing business requirement analysis related to data modeling, ingestion, ETL, ELT, data joins
5 years of experience with legacy mainframe application maintenance and development
10 years of experience in working with legacy ADABASE/NATURAL application
5 years of experience in working with legacy mainframe application that use DB2
5 years of experience in working for or with Alberta Health and/or Alberta Health Services
10 years of experience in IT within the Healthcare industry
3 years of experience working with legacy COBOL application
3 years of experience working with mainframe JCLNotes on Location:
Resource will work will primarily be remotely, although they must be available for onsite meetings when required. Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Possibly 1 per quarter.
