More information atReporting to the Principal and Vice-Chancellor, the Vice Principal, Finance & Administration advises the Principal on all financial matters and provides fiscal, operational and administrative services leadership to the University in the achievement of its broader strategic objectives and overall academic mission. Overseeing the University’s financial affairs as Treasurer and Chief Financial Officer, the successful candidate will ensure the highest level of integrity and compliance with regulatory requirements and will recommend management initiatives with a view to operational efficiency and collaboration as well as support the collegial governance structure of the University. The incumbent leads a broad portfolio including financial services, information technology, ancillary enterprises, buildings & grounds, and sustainable development.Nature of duties and responsibilities
Senior Leadership: As a member of the University’s senior leadership team, helps shape and implement the strategic plans of the University and provides strategic financial leadership for this portfolio, ensuring the alignment of each area’s functional plans with Bishop’s strategic plan.Financial Leadership: Serves as the Principal and Vice-Chancellor’s principal adviser on matters of finance and general business administration, recommending policies and procedures governing fiscal and administrative operations. Collaborates with the senior management team regarding budget and resource allocations to achieve Bishop’s mission and strategic priorities.Budgeting: Maintains executive responsibility for the operating and capital budgeting processes, general accounting and financial reporting. Oversees all major capital projects. Supports departments and Ancillary Services in the preparation of their business plans.Buildings and Grounds: Assures effective and efficient stewardship of the University’s physical facilities operations, maintenance, construction, and renovation in accordance with the Campus Master Plan.Governance: Works with the Secretary General to ensure compliance with the University’s internal administrative policies as well as with government laws and regulations through related controls and procedures. Supports University governance through participation on several statutory and ad hoc committees.Information Technology: Provides vision and oversees the area of Information Technology, and along with the Information Technology Services Department ensures that the existing and future administrative, educational, and research needs of the University are met with a view to maximize efficiency.Ancillary Enterprises: Strategically oversees the University’s ancillary units, prioritizing revenue generation and cost recovery to enhance both immediate financial performance and long-term sustainability.External Relationships: Manages banking and outside lending relationships. Establishes and maintains effective working relationships with all levels of government, in particular with the Ministère de l’Enseignement supérieur, Recherche et Science. Represents the University on relevant committees of the Bureau de coopération interuniversitaire and plays an active role in representing the University within the broader Community.Sustainable Development: Ensures that the principles and practices sustainable development are integrated in institutional decision-making process and operations.Other: Assumes any duties and responsibilities that may be assigned by the Principal and Vice- Chancellor.Job Requirements
